"The problem of bias cannot be ignored"

Second, there is a tendency of single mode. Rural land transfer is mainly based on simple subcontracting and leasing. Among the 1.41 million mu of land that has been transferred in Kaifeng City, 684,000 mu is subcontracted, 622,000 mu is leased and 71,000 mu is exchanged. Both sides of the circulation mostly pay rent in grain discount mode.
Third, there is a tendency of "non-food". At present, a large number of industrial and commercial capital into agriculture, due to the low benefit of grain farming, mostly used to plant vegetables, trees, flowers and for breeding, and some used to engage in ecological agriculture or farmhouse leisure sightseeing agriculture, some places also appeared the boss to the countryside "horse enclosure" phenomenon, land transfer has a "non-food" "non-agricultural" tendency.
Fourth, the lack of safeguards. Most of the transfer contracts do not involve the social security provisions of land-lost farmers, there is no risk protection measures. Once the land-lost farmers lose their ability to work, their income will drop sharply, and it is difficult to live on the meager rent of land. For large-scale operators, no agricultural catastrophe insurance system has been established at present. Once they encounter natural disasters and price fluctuations, it is difficult for large-scale operators to bear operational risks.
"Four new circulation modes as the mainstream"
Ji Bingwei told reporters that the foundation of land transfer is to let farmers participate voluntarily, reasonable and correct guidance. "The most important thing is to innovate the circulation mode and attract farmers to participate in it." Ji Bingwei said that at present, it is necessary to actively explore the contracted land transfer mode characterized by stock cooperation, urban construction land increase and decrease linked to the transfer mode, homestead replacement or land contract management right for social security mode, rural collective construction land directly into the market mode and other new land transfer mode, to establish a closer interest connection mechanism between the land inflow and outflow. To maximize the benefits of land transfer.
Ji Bingwei stressed that food security is a strategic issue of the country. It is necessary to formulate and improve the support policy to encourage the transfer of land to grow food, reduce or eliminate the "non-grain" phenomenon of the transfer of land, to ensure the national food security. New agricultural subsidies will be provided directly to major grain growers. We will also revise and improve the provisions on legal liability for the conversion of cultivated land into non-grain production as soon as possible, so as to improve the legal level of protection of cultivated land transfer.
"Safeguard mechanism is vital to the success of land transfer"
Ji Bingwei told reporters that land transfer, farmers' basic security mechanism is the bottom line, related to the success or failure of land transfer. He suggested that the government should further increase fiscal support for rural social security, and gradually improve the social security mechanism in rural areas, which mainly includes endowment insurance, medical insurance and subsistence allowances. A land transfer deposit will be set up to prevent land contractors from abandoning farmland or "running away" once they fail in operation, resulting in farmers becoming the bottom line of risks or transferring conflicts and risks to the government. We need to establish an agricultural catastrophe insurance system to effectively cope with risks such as natural disasters and spread operational risks among large-scale business entities. We will actively carry out trials of mortgage loans for land use rights, and solve the problem of financing difficulties for transferers. We will actively advance the work of determining, registering, and certifying contracted rural land management rights to lay the foundation for the orderly transfer of rural land.
Ji Bingwei's investigation found that the randomness of land transfer still exists in some local areas, and some transfer subjects did not even sign written transfer contracts. "We will standardize the text of standard contracts for land transfer, strengthen the 'contract' behavior of all parties, and strictly regulate transfer contracts in accordance with the rural Land Contract Law and other laws and regulations." Ji Bingwei said.
Ji Bingwei finally said that supervision services cannot be separated from the establishment of rural management system. He suggested restoring rural economic and economic stations in towns and townships, strengthening the construction of municipal and county rural economic and economic stations, strengthening personnel and increasing funds. At the same time, relying on the city, county and township rural economic stations, China has established rural land transfer service centers and rural land contract management dispute mediation and arbitration organizations, improved various management systems, and carried out land transfer supply and demand registration, information release, land evaluation, policy consultation, contract management, technical training, dispute mediation and other services.
